Salazar Documents and Archive

For more than three decades, Salazar v. District of Columbia helped drive fundamental improvements in the District’s Medicaid program, particularly in the processing of Medicaid applications and recertifications, and its administration of the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) benefit for children and young adults under age 21. Filed in 1993, the case was governed by a federal court Consent Order beginning in 1999 and remained under court supervision until August 17, 2026.

This archive provides access to the Settlement Agreements, the Consent Order, court and administrative decisions, government agency materials, and advocacy and policy documents related to the litigation and the District’s Medicaid program.

Please note: The Salazar Consent Order and federal court supervision have ended. For information about activities continuing under the Settlement Agreement, including projects funded through the remaining Salazar escrow funds, please visit the Salazar Settlement Agreement.
